 SECRETARY’S MINUTES

REGULAR MEETING OF THE BOARD OF EDUCATION

NAPOLEON COMMUNITY SCHOOLS, NAPOLEON, MICHIGAN

January 11, 2010

 

 

The regular meeting was called to order by Vice-President Traci Johnson.  The meeting began with the Pledge of Allegiance at 7:00 p.m. in the high school.

Public Participation

The following people addressed the Board:

Ryan Coe, Todd Fodor, and Trish Jankowski-Fodor addressed the Board concerning Kody Naylor.

Julie Heselschwerdt addressed the Board concerning the Athletic Boosters and e-mails to the Board.

Lisa Spampinato, Brent and Stacy Fry, and Rebecca Chandler addressed the Board concerning Ehlena Fry’s service dog.

 

Consent Agenda

MOTION by Davis, supported by Sullivan, that the Board of Education approve the consent agenda items consisting of minutes of the regular Board meeting of December 14, 2009 and the bills payable and money transfers for December 2009, as presented.  All Ayes.  MOTION CARRIED.

 

Tax Collection Agreement – Norvell Township

MOTION by Smith, supported by Davis, that the Board of Education take action and approve the tax collection agreement with Norvell Township, at $1.75 per parcel, as presented.  All Ayes.  MOTION CARRIED.

 

Tax Collection Agreement – Napoleon Township

MOTION by Naylor, supported by Bostedor, that the Board of Education take action and approve the tax collection agreement with Napoleon Township, at $1.30 per parcel, as presented.  All Ayes.  MOTION CARRIED.

 

Tax Collection Agreement – Grass Lake Township

MOTION by Naylor, supported by Bostedor, that the Board of Education take action and approve the tax collection agreement with Grass Lake Township, at $1.60 per parcel, as presented.  All Ayes.  MOTION CARRIED.

 

Agreement – Napoleon Education Association

MOTION by Smith, supported by Sullivan, that the Board of Education take action and approve the contract renewal, including a 1% increase on the salary schedule for all steps starting on January 15, 2010, and no change in insurance coverage, with the Napoleon Education Association for September 1, 2009 through August 31, 2010, as presented.  All Ayes.  MOTION CARRIED.

 

Administrative Reports

Administrators provide a written report included in the board packets and are given the opportunity to add any additional items verbally or to answer any questions.

 

Elaine Dailey from Ackerson Lake reported that the basketball team, coached by Greg Dutton, will play their first game this Friday against DaVinci.

 

Pam Barnes from Ezra Eby reported that an artist would be working on a mural this semester in the 3rd grade hallway.  The mural will depict Michigan History and is possible through Boxtops for Education.

 

Shelley Jusick from the Middle School reported that “Smiles on Wheels” will offer its dental services to 7th graders this year.

 

Jim Penn from the Transportation Department reported that the Bus Drivers did an excellent job on Monday, January 4, our first day back to school from Christmas break.  Road conditions were not the best, coupled with poor visibility in the a.m.  All drivers got the students into school safe and sound. 

 

Superintendent’s Report

Superintendent Graham reported on the following items:

 

Thank you to Traci Johnson for securing a $450 Consumer Energy grant to be used in the district’s next musical, likely in the 2010-11 school year.

 

A reminder that tomorrow night, January 12, is our “senior” Girls’ Varsity Basketball night.  The introductions will take place between the Junior Varsity and Varsity Games.  Stuart Smith originally planned on representing the Board, however he was unable to attend and Terry Sullivan volunteered to take his place.

 

Congratulations to both our boys and girls varsity basketball teams for getting off to a wonderful start to their seasons.  The boys are currently 6-0 and the girls are 7-1.

 

Reminder to all Board members that the Martin Luther King Jr. 8th Annual Diversity Breakfast is this Friday, January 15 at 7:30 a.m. at the Gene Davis & Sons Banquet Hall.

 

One of our high school students was hurt during the Competitive Cheerleading Competition last Saturday at Morenci.  Her mother reported that the young lady did sprain her back, and they were hoping she would be back to school on Tuesday, January 12.  The teams did place second at the competition.  The Middle School Cheerleading team place first.

 

We had a very successful first round of school closing phone calls last Friday, January 8.  Our automated call out system was put to the test and did well.  Around 1200 phone numbers were called in less than 20 minutes.  A big thank-you goes to Mike McGonegal for overseeing the project for this first go around.

 

More bad news from the State.  Next fiscal year districts will likely be cut $268 more per student.  This is on top of the $165 already slashed this year.  The February count is coming up and will give us a clearer idea of the number of students the district is able to count.

 

The “Race to the Top” agreement was signed by the superintendent and the board president and has been turned into the Jackson County ISD.  The document was signed without the support of the teacher’s union in our district, as is the case in most districts.

 

Board Report

Member Naylor spoke about receiving e-mails from community members and the importance of responding so that the senders at least get an acknowledgement that the message was received.

 

Member Bostedor spoke about forming a committee to review the student Code of Conduct as well as the Student Handbook and Athletic Contracts.  Mrs. Bostedor would like the panel to consist of community members, as well as board members and key district employees.  Superintendent Graham asked for volunteers from the Board to serve on the committee.  Judy Bostedor, Debra Naylor, and Homer Davis all volunteered to serve.

MOTION by Davis, supported by Sullivan, that the Board meeting be adjourned.  All Ayes.  MOTION CARRIED.
